Reaching out to brothers and sisters who have fallen out of the way

How can we as a parish community reach out to our brothers and sisters who have stopped coming to church, who have stopped attending community fellowship, who have ceased to participate in the life of the parish, who have removed their children from faith formation Sunday school, and who may have some grievances but are too afraid, shy and timid to air them out? Do you find this valuable?
